ProjectLocker Upgrade to Subversion 1.8.9

Last week, we completed an upgrade of our servers to the latest point release of Subversion, 1.8.9. The release only contains bug fixes and security enhancements, so you should be able to continue to use your favorite client. 

We have noticed that the latest release is a bit pickier about Subversion permissions. In particular, it doesn't like directory names ending with a forward slash, so if you've been with us a long time, you may notice permissions problems accessing projects containing these kinds of entries.
